水资源管理公司化的构想

Conception of Water Resources Management Companying

借鉴深圳水务公司取得的水资源管理的成功经验,提出水资源管理公司化的构想———在初始水权分配完成后,各省级行政区由水管部门牵头,成立几个国有水务公司,将分配到的水权扣除生态环境用水后,按比例分给工业水务公司、农业灌溉水务公司、生活用水水务公司等。

Property relations are important to efficient distribution of water resources.At present,our country is making experiments at some citiesas Shen zhen etc: set up company to manage water resources,and obtain good results.Benefited from these successful experience,we introduced a conception of water resources management companying-after initial water right is distributed,set up several state-owned enterprises to manage water resources: one company to manage industrial water,one company to manage irrigation waterandone company to manage dailylife water etc.
