科技立法不应仅仅是在创制科技法律,它还应向社会传递一定的价值理念。具体的法律会因时世的变迁而发生改变,但价值理念却是长效的,甚至是终极的。因此,研究立法的价值取向问题,对于科技立法具有一定的理论指导意义。

The sci-tech legislation shouldn＇t only create sci-tech laws, it should still deliver to society certain value principle. The concrete laws will change as life time changes, but the value principle will have a long effect, even ultimate. Therefore, studying the legislative value orientation will have certain significance of theoretic guide to the sci-tech legislation.
