摘要
本文研究了中央地方财政关系演变过程中中国的地区政府行为与金融深化对于各地区经济效率变化的影响。通过经验考察1994年分税制改革前后地区财政支出、银行信贷流向对地区经济效率变化的影响方式,我们发现:虽然财政分权的改革总体上约束了地方政府对企业的直接干预行为,有利于地区经济增长,但是分税制的引入则更有利于发达地区的金融深化而使落后地区的政府趋于加大对银行信贷的干预,从而不利于经济增长。面板数据的计量检验支持我们的结论。
China＇s prolonged economic growth of over 9%, though remarkable, has eventually brought about an increasing regional disparity since the middle of the 1990s. The enlarged regional gap in income, especially the gap between coastal and inland provinces, came after the initial years of rural reform and rural industrialization in the 1980s which were somehow found to have actually narrowed the regional income gap.
