论中国迁徙自由及其法律保障机制

On the Legal Security Mechanism of Freedom of Chinese Migration

运用系统分析方法探究了创建保障公民迁徙自由的原则。从中国的国情出发,提出了按照从中央到地方,从宪法到部门法律、法规的层次机制构建中国迁徙自由法律保障机制的设想。

This paper probes into the the characteristics and the meaning on freedom of migration. It uses the systematic analytical method to probe into the principles about establishing and ensuring citizen＇s freedom of migration. Proceeding from real national conditions of China, this paper proposes the idea of legal security mechanism according to the level mechanism from central organizations to local organizations, from constitution to department＇s laws and regulations.
