小城镇规划是一项综合性、动态性、地方性很强的工作。通过对长泰县枋洋镇总体规划方案的评析,探讨小城镇规划编制的一般思路。认为:不同类型的城镇,其构成各异,功能要求不同,那么,在空间布局上也必须有所不同。必须注意整体规划与特色规划相结合,以构成小城镇的内在特色。必须运用科学的发展观,合理利用土地等资源,引导人口积聚规模,适度超前基础设施与社会服务设施规划,为城镇建设发展留有一定的弹性。

Town planning is an integrative and localized work which is dynamic and can reflect local progress. Analysis is made on the general town planning of Changtai Fangyang to explore the general line of thought for town planning. It is considered that different types of towns need different spatial layouts due to distinct constitution and functions. It is pointed out that general town planning should be combined with specialized planning to construct the town＇s own features. It is suggested that scientific development vision should be maintained; that the resources such as land should be rationally developed; that population accumulating scale should be well guided; that the infrastructure and social service facilities should be projected ahead and leave considerable room for the town＇s future development.
