《资政新篇》是中国传统法律走向现代化的一个重要里程碑。它所反映的西方法文化思想,折射出19世纪中叶中国社会经济和政治的急剧变革,体现了由封建主义法文化思想向资本主义法文化思想过渡的征候。洪仁在《资政新篇》中提出的法制改革的主要手段是移植西方法律制度,这种移植在理论、实践及观念上所具有的重大意义是毋庸置疑的。

Zizheng Xinpian is a significant landmark which symbolizes the law development from ancient China into modern China. Its western law culture reflects the social, economic and political change in the 19th century China and reflects the transition of law development from Feudalism into Capitalism. Hong Ren-gan, the author of Zizheng Xinpian, suggested ways to transplant the western law system. His suggestion of transplantation of western law system is of significance in theory, and practice.
