A new model─tracing──optimizing──controling model used in adjusting industry instrcture is put forward in this paper.The model is based on the principle of industrial correlation and characteristics of open system.This model is more suitable for adjusting industry instructure in market economic system than the priviously model. The model combines system optimization and process control and can be widly used in other fields.
