This thesis explains the idea of ＂balanced development＂, analyzes what causes the disequilibrium in rural education, makes clear the meaning of the balanced development of rural education. To realize the balanced development of rural education, we should adjust the layout of school nets, standardize the conditions of school running, show solicitude for weak groups, let all students receive equal and good education, encourage teachers to get further training so as to improve their teaching abilities, share all resources between schools concerned, and narrow the gap between schools.
