问责制与有限、责任政府

System of Holding Responsibility and Limited Responsible Government

传统认识中将问责制简单等同于引咎辞职、上问下责和对已知具体过失的惩罚,是对问责制的误解。从有限、责任政府的角度去理解问责制,它应是一种民主问责,因为民主问责制的合法性基于“权为民所授”,以法律为依据,体现权责对等和授权与监权的统一。为此通过规范问责制的配套机制,抓好异体问责和加快问责文化的建设等途径构建民主问责制,是有限、责任政府的必然选择。

Traditionally, system of holding responsibility simply means taking the blame for oneself and resign, superiors questioning and subordinates taking the blame, punishing the known defaults. It is a misconception. In fact, to understand it from the perspective of limited responsible government should be a democratic system. Because it is based on the idea ＂right is given by people＂, under this, right and responsibility, power-granting and supervision are unified. Therefore, to establish democratic responsibility system is the final choice for limited and responsible government.
