电视电话会议系统在电力反事故演习中的应用

为了完成好山西省电力公司组织的反事故演习，太原供电分公司应用调试中的可视会议系统，制定了关于电视电话会议系统的方案，取得了较好的应用效果。文章重点论述了实施电视会议系统反事故演习方案过程中遇到的技术问题及其解决方法，包括视频信号的实时采集、压缩、传输及解压，并给出了具体网络视频通信的程序，从而为实现视频电话及视频会议奠定了基础。通过此次反事故演习提高了电力调度人员对太原电网事故的处理能力和应变能力，由此可以也了解职工处理事故过程的时间性、规范性。

In order to fully finish the counter-accident exercises organized by Shanxi province electric power company, Taiyuan power supply subsidiary company applies the debugging videophone conference system, and has obtained better effect. This article elaborated the technical question and the solution encountered in the plan forming process of counter-accident exercises, which inc]udes video signal real-time gathering, the compression, the transmission and the decompression and the concrete network video communication procedure. All these have laid the foundation for the realization of video frequency telephone and the video frequency conference. Through the counter-accident excreises, the dispatcher capability of dealing with the electrical network accident is enhanced; the time and procedure for staff to process the accident are also understood.
