We put forward the strategy of managing state affairs by laying equal stress on law and morality. It is a good method to inherit history and base upon the innovation. The strategy is a prerequisite on forming the harmonious society, approaches to realize it and ensuring the achievement. At the same time, only in the harmonious society can we carry out the strategy successfully and therefore they depend on each other greatly.
