文章从政权、征地权、社会保障权对农村土地所有权的控制出发,讨论了农村土地所有权与国家权力的依附关系,这种关系导致了农村土地所有权存在产权缺陷。因此,农村土地制度必须变革,农村土地市场化是土地资源最优配置的必由之路。

This text discusses the control of rural land property and the dependent relationship between the ownership of the rural land and State Authority, from the point of regime, requisition right and social security right. This relationship leads property right limitation of rural land property. Thus, innovation of rural, land system is urgent, and marketlization of rural land is the only way of optimization collocation of land resources.
