The College-based Mode: A Look into College Management

校本管理是以学校为本位或以学校为基础的管理,是相对外部控制为主的传统学校管理模式而提出的。校本管理是基于不同的教育假设,通过权力的下移和学校自我管理,实现多元化目标。它具有提高管理决策的科学化水平,提高学校教育及管理的有效性,增强学校应变能力和创新能力,促进学校组织和成员发展等优势。我国高校实施校本管理,必须依法健全学校民主管理制度,提高对学校管理成员的素质要求,推动教师专业化发展,促进科学决策,强化教学中心意识,推进教学改革,建立科学的绩效评价体系,完善激励机制等。

College-based management, literally referring to the management based on the college itself, is a new management mode contrary to the conventional way, i.e. the management based on external control. Grounded on varieties of education hypothesis, the college-based mode aims to achieve its objectives by giving the management power to the college itself. Management in this way is not only reasonable and effective, but also is helpful for the college＇s flexibility, innovation, as well as for its organizational development. To implement the college-based management, a series of corresponding changes should be made, i.e. the reform of college＇s management system, the refinement of managing staff, amelioration of teachers and teaching, actualization of rational policies, as well as the establishment of performance evaluation system, etc.
