在阐明社区体育内涵的基础上,从科学发展观的视角,提出了社区体育发展的战略目标、指导方针、社区体育保障机制的框架,并分析了在全面建设小康社会阶段,社区体育保障运行的模式,在指导思想和实施战略上要实现三个创新,即功能创新、结构创新、活动创新及三个突破,即体制上突破、政策、法规上突破、场地设施上突破。
