摘要
“十一五”时期是我国经济社会发展的一个承上启下的时期，也是保险业发展难得的战略机遇期。为此。我们应当充分认识编制“十一五”发展规划的时代背景和战略意义，紧紧抓住这个黄金发展期，科学制定保险企业的“十一五”发展规划，实现保险企业“十一五”时期的稳定、健康、持续、快速发展。制定“十一五”发展规划要认真总结“十五”时期发展经验，寻找保险发展规律，在指导思想上要以科学发展观为统领，为构建和谐社会服务。同时更要采取科学的编制方法和规范的编制程序，这样才能制定出具有前瞻性、科学性、可行性的发展规划。
The Eleventh Five-Year period is a transitional period in China＇s social and economic development and a strategic window of opporttmity for the insurance industry. Therefore, we should fully understand the background and strategic significance of compiling the Eleventh Five-Year Plan and seize this golden opportunity to formulate a scientific Eleventh Five-Year development plan for the insurance sector to ensure its stable, heahhy, continuous and rapid development in this period. The Eleventh Five-Year planning should be based on a careful study of the development experiences in the Tenth Five-Year Period and follow the inherent rule of development of the insurance industry itself. It should also be guided by the scientific concept of development and embody the aim to serve the construction of a harmonious society. At the same time, scientific methodology and standardized procedures should be applied in order to formulate a workable, scientific, and forward-looking development plan.
