农民问题是“三农”问题的核心,农民负担过重问题一直困扰着我国农村经济社会的稳定持续发展,成为构建社会主义和谐社会的一个重要制约因素。造成我国农民负担过重的主要原因有:城市偏向政策和制度;乡镇机构臃肿;一些地方政府搞形式主义,实施“政绩工程”。给农民真正落实“国民待遇”;改革乡镇机构,精简乡镇机构人员;完善农业农村立法,强化监督;建立维护农民合法权益的组织,是当前减轻农民负担的主要对策。
