对地下空间灾害管理问题的探讨

Study on the Disaster Management of Underground Space

地下空间的开发利用是城市可持续发展的需要。由于地下空间的隐蔽性、封闭性,使得地下空间灾害损失更严重、防灾问题更复杂。文章分析了地下空间的灾害产生机理及所造成的损失,通过对已发生的地下空间灾害事故进行分析,得出了地下空间灾害管理的重点;在此基础上,结合目前我国地下空间灾害管理中存在的问题,建议地下空间的灾害管理应明确灾害管理主体,构建由灾害事故预防体系、应急救援体系及安全保障体系构成的综合防灾体系。

The development of underground space is the requirement of sustainable development of cities. However, as it is a coverted and dosed matter, the disaster cost of underground space is higher and the disaster prevention more complex. This paper analyzed the mechanism of disasters and the costs they, caused. Based on the analyses of statistic data of previous disasters, the emphases of disaster management were summarized. Considering the problems of disaster management of underground space, two suggestions were given, defining the main body of disaster management and building up integrated disaster prevention system, including accident prevention system, safety ensuring system and accident emergency rescue system.
