摘要
建设工程质量政府监督机构进行绩效考核评价的意义在于强化监督市场管理,实现有效激励,把握质量监督整体水平和高效配置监督资源。绩效评价的主要内容包括监督行为、监督工作业绩、监督人员素质、监督团队精神、监督装备和外部评价六部分,以此形成三个层次的绩效评价指标体系。结合指标体系特征和绩效评价过程特点,选择递阶多层灰色评价方法对监督机构绩效进行测评。根据各个监督机构的绩效综合评价值来判断监督机构的工作绩效,并据此对监督机构实施有效激励与约束政策,提高监督管理有效性。
To evaluate on the achievements of government supervisory organizations of construction quality may achieve goals for strengthening management on supervision market, realizing effective incentive, grasping overall level on quality control, and efficiently disposing supervisory resources. The main contents for achievement evaluation include supervisory behaviors, jobs achievements, personal quality, supervisory teamwork, supervisory equipment and view from outside. And then, the index system for achievement evaluation is built based on the supervisory jobs contents of supervision organization. Achievemcnt evaluation is implemented by using multi - level by degrees gray rating method. It provides a reliable decision support for effectively carrying out incentive - restraint mechanism.
