The Value of Public Administration for Cadres Staying at Villages

基于对干部驻村的公共管理学分析和解读,认为干部驻村是一种中国特色的政策工具,是转型时期“强政府”的表现形式,具有多重的、积极的公共管理价值。在构建社会主义和谐社会与建设社会主义新农村的战略背景下,各级地方政府科学有效地应用干部驻村制度,充分发挥其政策工具和公共管理价值具有积极意义。

Based on the analysis and interpretation of cadres staying at villages from the viewpoint of public administration, the paper argues that cadres staying at villages is a kind of policy with Chinese characteristics and representation of a ＂strong government＂ in the period of a social transition, which has multiple and positive value in public administration. In the strategic background of building harmonious socialist soci- ety and a new socialist country, the local government of all levels should apply the system of cadres staying at villages scientifically and efficiently in order to fully exert its positive value of policy and public administration.
