本文试从实证的角度分析“先污染，后治理”环境保护道路的形成，它来自于环保需求和环保供给方面的双重推动。从增强环保意识和采用新的环保技术可以限制环境污染的意义上说，我们能够超越“先污染，后治理”的道路；但从另一种意义上说，我们还不能超越这一道路。

The author analyses the foimat ion of the pocedure of“ pollution then Treatment”，whichwas driven by both demand and supply of environmental protection. The procedure could be surpassedin terms of anti-pollution achievement by the increasing environmental protection consciousness andapplication of new environmental protection technology. But it could not be surpassed yet in other terms.
