长江三峡水利枢纽工程的兴建，打破了三峡库区原有相对平衡的经济、社会、生态系统。如何建立起与之相适应的新的协调发展机制，文章以三峡工程坝上库首的伸归县为例，抓住移民这一关键问题，分析了库区因此产生的振荡，提出了人口。经济、生态环境协调发展的基本对策框架。

The construction of Sanxia key water controlling project distroyed the original balance inthe economic，social and ecological system. How to set up a new，proper system for developing coordi-nately is an important part to solve the problems. For example，in Zigui county，the main problem isemigration. The influence caused by the problems in reservoir region was analysed．A frame of policieson coordinated development of population，economy and ecological environment was also made in thispaper.
