对我国利用外资加快农业发展问题的一点思考

Reflections on Quickening the Pace of China's Agricultural Development by using Foreign Funds

近年来,我国引进外资中流入农业等基础产业的不多,由于我国农业目前所暴露的问题越来越多,进一步利用外资加快农业发展十分必要。它有利于加快我国农村经济体制改革,有利于加快农业基础设施建设和生产条件的改善,有利于提高农业生产技术水平,扩大农产品国际市场,缓解农村劳动力过剩状况。根据一些发展中国家及我国一些地区的尝试,非盈利性的国外贷款援助应主要用于改善基础设施、生产条件和提高农业劳动力素质项目;外国私人企业投资大多用于乡镇企业的发展;使用商业银行贷款利率较高,基础好、预期收益高的地区可加以考虑。

In recent years, limited proportion of foreign funds have flowed into foundamental agri-culture. It is necessary to use foreign funds to speed up the development of agriculture that has revealed more and more problems. It will be advantageous to stepping up the reform of agricultural economic system, improving fundamental agricultural facilities and conditions, and agrotechnique levels. It will also be favourable to expanding international market and mitigate the situation of surplus labour in agriculture. According to the experiences of over-seas developing countries and some regions in our country, unprofitable international finan-cial aid should be mainly used in projects of improving infrastructure, work conditions and the qualities of agricultural labour force. Private foreign funds are put mainly in developing township enterprises. And those regions, if the interests of commercial bank loan are very high, but having good fundamental facilities and high anticipated profit, can also be consi dered.
