The relationship between the public utilities and the government has been making it possible that the management of public utilities has the administrative and nonsocial characteristic. From the riew of self- organizing system, the article uses the self- organizing principle to manage the public utilities, to turn the face to public selection, to build and develop the systems of investment and financial subsidy, to make the system of public utilities revolve automatically so as to build the modem management of public utilities.
