老龄社区——未来中国城市养老新模式

The Community of Old People——A New Mode of Providing for the Old People in Future Chinese Cities

城市老龄化是目前世界各国政府面临的主要问题之一,中国的大城市早在20世纪90年代也陆续走进老龄社会,因此如何改善老年人的生活状况,使老有所养、老有所用,已成为国家和地方政府的当务之急.以天津为例,分析了城市老龄化所带来的问题,并且通过对现有两种养老模式(家庭养老与福利养老)的局限性进行研究的基础上,探讨了一种新的养老模式———老龄社区.通过分析,笔者认为老龄社区符合老年人的需要,具有构建的可行性和必要性,并且随着中国城市老龄化的进一步发展,老龄社区必将成为社会养老方式的主流形式.

Population aging is one of the important problems that all government shall face. The big cities in China have stepped into the age of population aging in the 1990＇s. How to improve conditions of the old and make all the old folks provided for is what the government is chiefly concerned with. in this paper we make explorations into a new mode of nursing the old as compared with the two current ones. We think that the community of old people fits in with the needs of the advanced age and that it will be put into use on a wide scale.
