“十一五”期间,推进中国经济的平稳持续快速发展具有良好的基础和条件:第一,“十五”时期经济的高速增长为“十一五”时期经济的持续快速增长打下了坚实的基础;第二,“十一五”期间中国经济的快速增长仍具有良好的条件:一是中国有巨大的和不断扩展的市场;二是中国有持续的高储蓄率;三是基础设施条件已大为改观;四是劳动力资源丰富并具有一定素质。与此同时,中国经济发展也面临着许多问题和挑战,主要是资源瓶颈制约的问题突出,转变经济增长方式已刻不容缓。为了实现“十一五”期间中国经济的持续快速增长,必须继续深化改革,形成推动经济增长方式转变的体制和机制,与此同时,注重社会公平,全面提高人民群众的生活水平和质量。
