As the current largest government funds which Chinese government support hi-tech enterprise, the innovation fund has carried into execution for 7 years. From 1999, the innovation fund has financed 8600 projects, total capital investment exceeded 5 billions, average each project is 650 thousands. Most of the acquired financing enterprises are middle or small business and privately runners, have established for less than 3 years, employed less than 200 persons, Under the condition of China's venture capital still underdeveloped, the innovation fund actually plays a role as an angel investor. The financed enterprises obtained not only a pan of fund, but also the third party authorizing from government. From 2005, the innovation fund has carried out a new developing plan base on the seed money. From the second part half year of 2005, the innovation fund has cooperated with the State Development Bank and the ShenZhen Stock-Exchange to search a widely financing channel for the Hi-tech enterprise. It is said that the program, which is called: 'Program of developing route map for the Hi-tech middle and small size enterprise' will be issued. In the program, system of Fund of Fund and Reserve for bad debt will be executed within the policy permit.
