社会保障从“配套工程”走向“社会公正”的现代化发展战略研究:以浦东为例

Modernization Development Strategic Research on Social Security From “Match Project” to “Social Equity”:Take Pudong District as Example

经过十多年的改革和尝试,浦东新区城乡已基本上各自形成了一套符合实际、各具特色的保障体系。目前,一方面要巩固社会保障作为改革“配套工程”取得的成绩,另一方面,要逐步摆脱作为改革“配套工程”的传统定位,遵循渐进式、以人为本、社会福利最大化的基本原则,最终形成以社会公正为基础的社会保障福利体系,从根源上化解浦东社会动荡的风险,确保浦东社会长期稳定的态势。

Along with innovation and attempt for more than ten years, Pudong new district has al- ready formed a suit of security system accord with practice and kinds of characteristics. At present, on one hand is to solidify achievement in social security as innovation ＂match project＂ and on the other handshould follow basic rule of gradual, people first and most social welfare in order to get rid off traditional position and make final social security welfare system based on social equity as well as reduce social danger basically and make sure of long term static social state.
