与时俱进是马克思主义的理论品质、科学态度和精神状态。在世纪之交,中国共产党以这种理论品质、科学态度和精神状态向全党提出必须探索和深化对共产党执政规律认识的任务,并据此提出了自己的执政规律——“三个代表”思想,同时在执政理念、执政的根本要求、执政的阶级基础和群众基础、执政水平和能力等方面对之进行了全面的展开和深化。

＂progress with the times＂ is the basic theoretic quality, scientific attitude and spiritual state of Marxism. At the turn of the century, with the above-mentioned three attributes of Marxism as the guideline, the Chinese Communist Party raised the task of probing into and deepening the understanding of the rules of the Party＇s leadership. Based on this task, the Party put forward the important idea of the ＂three represents＂ to summarize its rules of leadership as the ruling Party.
