摘要
在分析东营地区油气资源、区位、土地、交通等优势的基础上，阐述了其石油化工基地建设的必要性、迫切性，基地建设的基本设想与可行性，并提出了基地建设的基本措施与对策．
Dongying area has outstanding superiority in oil resources,geographic position,land and traffic ect, By analysing the superiority,the petrochemical industry in Dongying.Finaly, Capital measures and contermeasures on the construction of the base are put forth.
