文化政策主导下的城市更新——西方城市运用文化资源促进城市发展的相关经验和启示

Cultural-policy-led Urban Regeneration: Experience and Inspiration of Development of Western Cities Based on Cultural Resources

全球化所带来的制造业在全球范围内的重新布局使得众多的西方城市面临着经济的结构性衰退。在城市重新寻求发展动力时,文化第一次成为了城市发展的重要资本。自20世纪的70年代,西方城市文化政策主导下的城市更新开始兴起,其首要的发展目标在于解决内城危机和由此产生的经济问题。文化政策主导下的城市更新侧重经济目标和物质目标的出发点在实践中取得显著成效的同时也面临着诸多的问题。本文对西方城市文化政策主导下的城市更新的发展历程和模式进行归纳总结,并对其成效和问题进行评述。

In the process of globalization, many of the western cities face economic structural decline because of the re-distribution of the secondary industry. For the first time, Culture became an important capital to urban as cities looking for new development opportunities, In 1970＇s, cultural-policy-led regeneration appeared in western cities aiming to solve the inner city crisis and the economic problem. Focusing narrowly on economic and physical dimensions, cultural-policy-led regeneration has success as well as facing problems. This paper researches the process and models of cultaral-policy-led regeneration in western cities, furthermore, evaluate the success and the failure of this kind of regeneration.
