控制性详细规划在我国的城市规划体系中发挥着日益重要的作用。由于认识及方法上的局限性,导致了控规从编制到实施、管理的一系列问题。美国区划的经验表明,在控制性详细规划编制中应重视运用经济方法进行理性分析,通过对经济利益的控制来体现整体性原则。容积率是土地使用强度控制指标中最为核心的内容,本文以如何合理地确定容积率为例,阐述在经济分析的基础上编制控制性详细规划的必要性。

The regulatory plan plays an ever increasingly import,ant role in urban planning in China. However, the understanding of the regulatory plan is at a lower lever, due to some limitations, and a series of problems occur in its compiling, implementation and management process. The successful experience of zoning in America clearly demonstrates that more attention should be paid to the rational analysis in regulatory planning; we should use economic measures regulate the profits to embody the principle of entirety. Floor area ratio is the most important quota of land use intensity in regulatory planning. Take the example of determining FAR reasonably, the paper demonstrate the necessity of using economic analysis in the compiling of regulatory plan.
