摘要
随着1979年中国对外开放政策的展开与深入,中国与世界的关系逐渐由1949-1979年的自主型转为当今的相互依赖型。在相互依赖关系中,就中国与周边国家关系而言,区域公共问题逐渐成为中国外交中的重要议程。在中国与周边国家合作治理区域公共问题的过程中,出现了许多由中国发起,与相关周边国家一起共同达成的正式的或非正式的周边制度安排。周边制度安排体现了近年来中国外交中所提倡的周边主义理念,同时也反映了相互依赖关系状态下中国更具国际责任观的新外交。中国与周边国家达成的周边制度正在成为东亚区域治理中的重要制度性力量。
With the increasing implementation of the open-door policy since 1979, China’s relationship to the world has gradually been transforming from an independence model to an interdependence model. In the interdependence model, regional public issues are becoming important on the agenda for China and its neighbors. In the process of cooperative efforts by China and its neighbors to address regional public issues, many formal and informal multilateral institutions have been implemented. In this paper, these institutions are called zhoubian (peripheral) institutions. The institutional arrangements reflect not only the idea of a grand zhoubianism in recent China’s diplomacy, but also the practice of China’s new diplomacy that shows more responsibility to international society in the context of interdependence. The author concludes that zhoubian institutions initiated jointly by China and its neighbors are playing an ever more important role in East Asian regional governance.
