摘要
分析了国有企业人力资本大量流失的现状和原因,阐述了国有企业应高度重视人力资本的作用和价值,建立完善的长效激励机制和约束机制,加强人才的培训教育,以使企业保持稳定高效的员工队伍,实现人力资本的增值。
This paper analyzes on the present situation and reasons of the mass running-off of the human capital from the state-owned enterprises, and points out that the state-owned enterprises should pay great attention to the functions and value of the human capital, set up the perfect long--acting excitation mechanism and restriction mechanism, and strengthen the talents' training and education for the purpose of making the enterprise maintain stable and high-efficient personnel ranks and realize the value increase of the human capital.
