Efficiency vs. Equality: Which Comes First——Conflicts of Core Values of Public Libraries

指出在公共图书馆价值体系中存在两种核心价值观,效率与平等之间存在着难以回避的冲突。认为市场机制与公共机制不同的价值取向、图书馆资源一般属性与特殊属性的矛盾、社会学领域关于效率与平等优先性问题的争论以及国家对效率与公平关系的调整等,都是构成这种冲突的渊源。

As two core values in the public library value system, there exist unavoidable conflicts between efficiency and equality. It is thought in this paper that the different value orientations of market and public mechanisms, the contradiction of general and special attributes of the library resources, the debate on efficiency and equality in social areas and the relationship between efficiency and equality are the main reasons of this conflicts.
