《健康申明卡》在入出境人员卫生检疫中的作用

The Effects of Health Declaration Form on Quarantine Inspection for Entry-Exit Persons

〔目的〕研究《健康申明卡》在入出境人员卫生检疫中的作用及其发挥保证作用的因素。〔方法〕分析《健康申明卡》使用的现状,探讨《健康申明卡》的科学设计与规范管理。〔结果〕《健康申明卡》在国境卫生检疫中具有体现依法检疫、发挥检疫载体和发现检疫重点对象线索的作用,其中发现检疫重点对象的线索是《健康申明卡》的基本作用。《健康申明卡》的作用能否正常发挥与卡的内容、格式及使用与管理规范直接相关。《健康申明卡》应内容简明,必须含有能够发现检疫重点对象线索的流行病学调查项目,外观美观,辨认、填写容易,对需申明的问题采用问答式,并应依法设置与管理。如启用出境《健康申明卡》和集体入出境《健康申明卡》,填写对象按检疫风险大小及法规要求确定,开发并应用口岸入出境人员检疫管理系统软件,将能保证《健康申明卡》基本作用的发挥。〔结论〕《健康申明卡》在我国国境卫生检疫中的作用尚未有效体现,为使《健康申明卡》能发挥良好作用,应改进《健康申明卡》的设计与实施规范化管理。

Objective To study the effects of health declaration form on quarantine inspection for entry-exit person ,and essential conditions that make action effective. Methods The actualities of health declaration form in using were analyzed, the design and application supervision was discussed. Results On quarantine inspection for entry-exit persons, effects of health declaration form are incarnating legal quarantine, exerting as a quarantine carrier, finding clues of emphases quarantine object. Among these, finding clues of emphases quarantine object is the basic effect. The form＇s content,format, and canonical administration are necessary for its routine work. Such as the form should be in brief, and contain basic items of discovering clues of quarantine focus and be graceful appearance, easy to read and to fill in, and be compendious questions for declaration. The form should be performed according to quarantine law and regulations. If the form is going to be used for leaving persons and entry-exit collective people, according to the risk of quarantine and requirements of quarantine law and regulations, the object of forms need to be confirmed, meanwhile develop and apply quarantine software system for entry-exit persons. It should ensure the form＇s basic effcet Conclusion Now, the health declaration form still doesn＇t work very well on quarantine inspection in our country, in order to work better the forms, the form＇s design and standardization of management should be improved.
