摘要
电子政务是一种新型公共管理模式。本文将耗散结构理论与生命周期理论相结合,建立了一个公共行政管理系统维持成本的耗散结构模型;以传统的实体化的公共行政系统为参照系,从物质、能量和信息三个维度剖析了电子政务系统的维持成本。结果表明,电子政务系统的总成本较小,维持电子政务系统的物质和能量成本也较小。
E-government reflects current visions for public administrations. In this paper, the authors develop a dissipative structure model on electronic government cost with theory of lifecycle and dissipative structure first. Then make a contrast between traditional government and electronic government from the point of substance, energy and information exchanges. The result shows that total cost of electronic government is lower and substance cost and energy cost of electronic government is lower as well.
