山东与华北电网联网中输电阻塞调度管理方法研究 被引量:4

摘要 随着电力市场化改革的深入和区域间联网线路的架设,如何通过经济手段来管理区域间的输电阻塞成为一个亟待解决的问题。研究了山东电网及其与华北联网过程中的输电费用、阻塞费用的计算方法,给出了输电阻塞管理方案的具体内容和具体步骤,包括联网输电费的计算方法、联网线路上阻塞的管理方法以及输电市场中的风险规避等内容,并就上述内容开发了相应的辅助决策支持系统。通过对山东电网进行实证研究,该方法能够将各条输电线路上的输电、阻塞成本公平分配给各个市场参与者,由该方法所得到的价格信号可以为解决阻塞问题提供良好的经济信号。最后,就山东电力现有的软硬件平台对输电阻塞管理支持系统的接口问题进行了研究,并给出了下一步解决的思路。 With the reform of power industry and the interconnection among the regional (province-wide) power grids in China, how to handle regional transmission congestions from an economic viewpoint has become a very important issue. This paper studies the methods of calculating transmission costs and congestion charges using the interconnected grids consisting of North China grid and Shandong grid and presents a congestion management method with great details, based on which, an auxiliary decision-support system is developed. Using this system, the cost of transmission and congestion charges can be precisely and fairly distributed among market participants. The price determined by using this method provides a very good economic signal for resolving the congestions. Moreover, the interface between the existing Shandong platform and the transmission congestion management decision, support system and ideas about how to implement it are discussed.
