From Beneficial Politics to Responsible Politics

责任政治要求政府对法律负责,构建责任政府是责任政治的核心。当前实现责任政治面临着现实的障碍———利益政治的困局。如何走出利益政治,过渡到责任政治是一个值得深思的问题。逐步实现行政权力与责任紧密挂钩、与行政权力主体利益彻底脱钩,依法做到执法有保障、有权必有责、用权受监督、违法受追究、侵权须赔偿。

Responsible politics requires government＇s responsibility for laws. Constructing responsible government ruling by laws makes the core of responsible politics. Currently we are facing the realistic obstacle when realizing responsible politics. That is the difficulty of beneficial politics. It is worthy to think deeply how to get out of beneficial politics to make transition from beneficial politics to responsible politics. We should gradually make administrative power closely related to responsibility and completely irrelevant to subject benefit of administrative power, and then eventually it is to execute the law with laws, and to add responsibility to power, and to supervise the executing of power, and to make those who break the law be investigated, and to make those who do tort compensate.
