义务教育是关系国民素质的奠基工程,是我国教育事业发展的“重中之重”。“以县为主”的农村义务教育管理体制是对原体制的一种创新,但这种体制也存在很多问题。因此,完善“以县为主”的农村义务教育管理体制必须坚持制度创新。

The management system of the rural compulsory education of ＂relying mainly on county＂ is an innovation to the original system, but a lot of problems exist in it.
