摘要
改革开放以来,宜宾经济增长速度很快,但是总体上讲,经济增长质量不高。宜宾区域经济要实现可持续长期发展,最重要的因素不是物质资本,而是人力资本。由于人力资本总量与结构的瓶颈效应,导致目前宜宾的区域产业结构与人力资本存在结构性矛盾。合理构建宜宾人力资本结构,提高人力资本质量,是优化宜宾产业结构,促进产业发展,转变传统经济增长方式的有效途径。
The opening and reforms since 1978 has seen the process of regional economy in Yibin increasing rapidly, and also seen the process of entire economy in Yibin developing slowly. In order to achieve the goal of long sustainable development of regional economy in Yibin, we should pay more attention to human capital than material capital. But owing to the botdeneck effect of amount and structure of human capital, there has been structural contradiction between regional industrial structure and human capital in Yibin . Formulating reasonable structure and upgrading total quality of human capital in Yibin is, therefore, an effective approach to optimizing regional industrial structure, promoting industrial development and changing the way of traditional economic growth in Yibin.
