对学生外语学习的认识,应当从法律的外语权角度加以重新认识:学生外语学习权是我国每一个学生的基本权利。本文试从学校教育体系角度入手对外语权制度进行研究,目的在于为国家外语权制度的构建抛砖引玉,从而为最终建立适合我国国情的外语权制度奠定基础。

To recognize the foreign language learning will be re - recognize from the law of foreign languages rights： the students＇ rights of learning foreign languages are the basic right of every student. This article is going to research the foreign language right system from the school education system. Its purpose is to offer a commonplace by introduction so that others may come up with valuable opinions for our country＇s foreign language right system. Finally it builds a foundation for setting up our country＇s foreign language right system which suits oar national condition.
