农村剩余劳动力的合理转移是增加农民收入,解决“三农”问题的根本出路,是实现农村小康目标和全面建设小康社会的关键。目前我国农村剩余劳动力转移存在着许多制约因素。为此,我们应采取有效措施,积极促进农村剩余劳动力快速、合理地转移,增加农民收入。

The basic way to increase the peasant income and solve the ＂three agricultural＂ problems is to transfer the rural residual labor rationally, which is the key in realizing the well-to-do target in the rural areas and constructing a well-to-do society all-roundly. There are many restrictions in transferring the rural residual labor. Thus we should take effective measures to promote the rural residual labor transfer and increase the peasant income.
