用科学发展观统领和谐科研院所建设——以福建省农业科学院为例

Establishment of harmonious atmosphere for agricultural institutions under the instruction of the Views of Scientific Development

科学发展观所蕴含的科学精神、原则和方法,对构建和谐科研院所,促进科技事业发展具有重要的指导意义和促进作用。以科学发展观为统领,构建和谐科研院所,是科研院所“十一五”发展的重要任务。本文结合福建省农业科学院的实际,阐述了构建和谐科研院所必须坚持的指导思想、根本目的和基本前提,提出了构建和谐科研院所必须把握的关键因素和根本方法,强调要坚持统筹兼顾,处理好五个方面的关系；加强制度建设,建立和完善八个方面的制度。

Based on its scientific spirit, principle and method, the View of Scientific Development acts as a vital guldance and promotion function on constructing the harmonious atmosphere for institutions as well as improving the development of science and technology. To establish a harmonious atmosphere for institutions under the instruction of the Views of Scientific Development, is the main task of scientific institutions during the period of ＂The Eleventh Five-year plan＂. Combining the practical situation of Fujian Academy of Agricultural Sciences, this paper illustrated the leading idea, fundamental objective and primary premise that should be insisted in the process of construction of the harmonious atmosphere, proposed the key element and essential approach that should be grasped while upbuilding the harmonious atmosphere for the institutions, emphasized the needs for persistence of overall arrangements by handling the relationship among five aspects and enforcement of system construction by eonstituting and perfecting system in eight sides.
