观念决定价值论与“东北现象”的反思

The Theory of Concept-Determined Value and the Review on Northeastern Phenomena

本文认为,观念决定价值,市场经济观念是东南沿海经济快速发展的催化剂。黑龙江省和浙江省经济发展差距的形成,最主要的原因是两省在市场经济观念方面存在差距。“东北现象”的成因主要在于观念上的落后,“等、靠、要”的思维定式使东北坐失发展良机;在人才培养与人才使用上的错误观念使很多人才“孔雀东南飞”,失去了人才优势;急于求成、“抓大放小”的思想使中小企业和民营企业发展处于无序状态,影响了东北经济的全面健康发展。要振兴东北老工业基地,必须解放思想,更新观念。

The author points out that the main reason for the formation of the economic development gap between Heilongjiang Province and Zhejiang Province is the gap between the concepts of market economy of these two provinces. And the main reason for the formation of northeastern phenomena is also the backward concepts. The northeastern region missed a lot of opportunities to develop because of the backward eoneepts： this region also lost the advantages in terms of human resources because of its error concepts; and its sound development was influenced by its impatient thought. To invigorate the old industrial bases, we should emancipate our minds and update our ideas.
