From 1997 to 2003, in the relatively closed market with high entry barrier, three French mobile carriers (i.e. Orange, SFR and Bouyques Teiecom) exchanged the business data regularly and privately, coordinated the business strategies and market behaviors, established offensive-defensive alliance and influenced the selling price subjectively. What's more, the senior officers of each com- pany directly participated in the secret information exchange and privately divided the market, i.e. through the so-called "Yalta" mode to stabihze respective market share, avoid the competition among them and harm the interests of other carriers and customers. Therefore, Competition Supervision Committee of France makes a heavy penahy (534 million European dollars in total) to the three companies. In addition, consumer's association will motivate the customers to suit them, for the purpose of getting back their losses (the estimation loss is 1.21 billion European dollars).
