摘要
2003年SRAS的突袭,给人类带来了灾难,也带来了全社会对公共卫生的反思,加强公共卫生体系建设不仅是公共卫生领域自身的问题,更关系到国泰民安和经济的稳定发展。从SRAS 前期的混乱无序到禽流感的积极有效地应对,反映出政府在突发公共卫生事件和公共卫生体系建设上的主导作用。
The outbreak of severe acute respiratory syndrome （SARS） in 2003 brought a catastrophe to mankind and made people to consider the construction of public health system in the society. Strengthening construction of public health system is not only an issue of the field of public health, but in fact, it is closely related to the nation＇s economic prosperity and social security. We witnessed the chaos at outbreak of SRAS and the active management of avian influenza, which reflected the government＇s important role in emergency of public health event and the construction of public health system in China.
