摘要
分析了作为公共管理主体的非政府公共组织制度创新的政治、经济制约因素以及制度创新的内、外动力因素。
This paper analyzes that non-government organization is one of the main bodies of public administration with many inner and outer positive factors in the innovation of system. It introduces that the innovation of institution includes innovation organization institution and innovation of management institution. At the same time, the results of innovation of institution have some deficiencies because of these constraint factors.
