We must think about the value orientation and basic principles of the public security administrative permission system and explore the ways and methods of the reformation of the public security administrative permission system with the guidance of the strategy of ruling the country by law in order to push the institutionalization, standardization and routinization of the public security administration. Only in this way can we administrate the law strictly, perfect the management modes, improve the administration efficiency and strive to attain the goal of constructing the public security administration mechanism of conducting normatively, operating harmoniously and managing in a just, uncorrupted and efficient way.
