企业的管理水平不会随着产权明晰而自然提高,因此石油企业为迎接石油工业二次创业的挑战,在深化企业制度改革的同时,必须围绕提高资本运营效益进行管理创新。在石油总公司为石油企业提供政策诱导的条件下,石油企业内部应迅速建立资本运营新管理体系。(1)使油田(企业集团)总部成为投资中心、财监中心和资产经营中心;(2)实行生产成本目标管理责任制;(3)建立全面稽核管理制度。
The quality of enterprise management does not necessarily improve with equity defining. In order to meet the challenges of secondary construction in the oil industry, petroleum enterprises must reform their management systems by improving the efficiency of fund operations, at the same time as deepening enterprise reform. Petroleum enterprises should establish new fund operations systems in accordance with policies issued by the national petroleum corporations as rapidly as possible, including: (1) establishing investment, financial supervision, and assets management centers; ( 2 ) implementing production cost management accountability; and (3) establishing a comprehensive auditing system.
