Appraisement of new rural cooperative medical service in Zhejiang Province

调查浙江省三个不同经济发展水平试点县的新型农村合作医疗试点情况,为完善新型农村合作医疗制度提供依据。通过对参保、筹资、经费使用和受益等有关指标分析表明,不同经济水平试点县(市、区)因地制宜,积极探索,建立起了与当地实际相适应的新型农村合作医疗制度,但仍存在低水平筹资和高保障要求的矛盾,笔者建议应建立长效筹资机制,及时调整补偿方案,适度提高农民个人筹资水平,提高保障水平。

The paper investigated new rural cooperative medical care at three experimental counties with different economic development levels in Zhejiang Province so as to provide evidence for perfect new rural cooperative medical system. By analyzing the indexes such as insurance participation, financing, fund used, benefits to peasants and so on, it showed that the experimental county （city, area） with different economical levels explored positively and established new rural cooperatives medical system which adapted with the local areas according to circumstances permitted, but there was still contradiction between low financing level and high guarantee demand. The author proposed to establish long - term financing mechanism, adjust compensation scheme in time, increase individual financing level moderately and increase guarantee level.
